INTRODUCTION

FOUNDATION OF THE CENTER

The Research and Application Center for Fauna and Flora was established in 2004, yet it commenced its active operations in 2009. Our Center, affiliated with the Rectorate of Dokuz Eylül University, is an institution dedicated to conducting research and practical applications concerning our natural wealth, namely plants and animals.

OBJECTIVES OF THE CENTER

Fauna ve Flora Araştırma ve Uygulama Merkezi, Türkiye’nin biyolojik çeşitliliğini keşfetmek, korumak ve geliştirmek için güçlü bir vizyona sahiptir. Merkezimizin temel amacı, ülkemizin zengin flora ve fauna çeşitliliğini sistematik bir şekilde araştırmak, kapsamlı bir biyolojik çeşitlilik veri tabanı oluşturmak ve bu bilgileri, sürdürülebilir koruma, düzenleme ve planlama çalışmaları için kullanmaktır. Dünyadaki diğer önde gelen araştırma kurumları ile işbirliği yaparak, ülkemizde benzer nitelikte bir kurumun temellerini atmak ve bu alandaki uluslararası işbirliklerini güçlendirmektir.

In line with this vision, the activities we carry out are as follows:

  • Conducting in-depth research in the fields of flora and fauna to contribute to the healthy functioning of ecosystems.
  • Providing professional consultancy services for the identification, classification, and study of plant and animal species to researchers in both the public and private sectors.
  • Organizing exhibitions, conferences, courses, and panels for the public in order to promote the natural sciences, raise environmental awareness, and educate society on the protection of ecosystems.
  • Preparing reports and offering consultancy by conducting flora and fauna assessments within Environmental Impact Assessment (EIA) processes.
  • Carrying out applied research on the development and economic uses of plant and animal species, while developing joint projects with national and international scientists, institutions, and organizations in this field.
  • Establishing plant and animal collections both in Turkey and worldwide to foster public awareness and instill a love of nature.

Through these efforts aimed at protecting nature and ensuring the sustainability of biodiversity, we aspire to contribute to a healthier future.

REGULATION AND BY-LAW

DOKUZ EYLÜL UNIVERSITY RESEARCH AND APPLICATION CENTER FOR FAUNA AND FLORA REGULATION

CHAPTER ONE
Preliminary Provisions

Purpose
Article 1- (1) The purpose of this Regulation is to set forth the procedures and principles regarding the objectives, fields of activity, administrative bodies, duties of the administrative bodies, and the working methods of the Research and Application Center for Fauna and Flora of Dokuz Eylül University.

Scope
Article 2- (1) This Regulation covers the provisions related to the objectives, fields of activity, administrative bodies, duties of the administrative bodies, and the working methods of the Research and Application Center for Fauna and Flora of Dokuz Eylül University.

Basis
Article 3- (1) This Regulation has been prepared pursuant to subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
Article 4- (1) For the purposes of this Regulation, the following terms shall mean:

a) Advisory Board: The Advisory Board of the Center,
b) Center: Dokuz Eylül University Research and Application Center for Fauna and Flora,
c) Director: The Director of the Center,
ç) Rector: The Rector of Dokuz Eylül University,
d) Senate: The Senate of Dokuz Eylül University,
e) University: Dokuz Eylül University,
f) Administrative Board: The Administrative Board of the Center.

CHAPTER TWO

Objectives and Fields of Activity of the Center

Objectives of the Center
Article 5-
(1) The objectives of the Center are as follows:

a) To conduct systematic research by categorizing plant and animal species in order to reveal the biological diversity of Türkiye.

b) To take an active role in planning, organizing, and conservation activities, as well as in the establishment of databases concerning Türkiye’s biological richness.

c) To support Turkish scientists through its existing animal and plant collections.

ç) To carry out environmental impact assessments and biodiversity studies.

Fields of Activity of the Center
Article 6-
(1) The fields of activity of the Center are as follows:

a) To conduct research and investigations, both directly and indirectly, on relevant subjects at national and international levels, and to undertake project studies.

b) To cooperate with national and international public institutions and private sector organizations in the execution of research, educational, and publication activities.

c) To carry out all kinds of educational, research, investigative, and scientific studies within the scope of the Center’s interests, and to provide support to similar activities.

ç) To organize scientific meetings such as seminars, conferences, congresses, and symposia at national and international levels; to participate in similar activities; to conduct joint projects; and to contribute to the literature by presenting scientific outputs.

d) To initiate institutional efforts for establishing the necessary infrastructure to carry out educational, research, project, and publication activities.

e) To organize courses and similar in-service training programs at national and international levels.

f) To conduct academic and institutional studies on environmental impact assessment and biodiversity.

g) To engage in other activities determined by the Administrative Board that are in line with the objectives of the Center.

CHAPTER THREE

Administrative Bodies of the Center and Their Duties

Administrative Bodies of the Center
Article 7-
(1) The administrative bodies of the Center are as follows:

a) The Director.
b) The Administrative Board.
c) The Advisory Board.

The Director and Deputy Directors
Article 8-
(1) The Director shall be appointed by the Rector for a period of three years from among the full-time academic staff of the University who are engaged in studies related to the fields of activity of the Center. The Director may be reappointed upon the expiration of his/her term. If the Director is absent from duty for more than six months, his/her appointment shall be terminated.

(2) To assist the Director in his/her duties, a maximum of two persons from among the University’s academic staff may be appointed by the Rector as Deputy Directors for a period of three years. When the Director is absent, one of the Deputies shall act on behalf of the Director. When the Director’s term ends, the terms of the Deputy Directors shall also expire.

Duties of the Director and Deputy Directors
Article 9-
(1) The duties of the Director are as follows:

a) To represent the Center.
b) To implement the decisions of the Administrative Board.
c) To manage the administrative and financial affairs of the Center.
ç) To supervise the activities of the Center and report to the Administrative Board on these matters.
d) To prepare the annual activity report and the program for the following year, submit them to the Rector after obtaining the opinion of the Administrative Board.

(2) The duties of the Deputy Directors are as follows:

a) To represent the Center when authorized, to carry out the secretariat of the Administrative Board meetings, and to manage the affairs of the Center under the supervision and control of the Director.
b) To assist the Director in the preparation and implementation of the short-, medium-, and long-term objectives and the strategic plan of the Center.

The Administrative Board
Article 10-
(1) The Administrative Board shall consist of seven members: the Director as chair, one Deputy Director designated by the Director, and five academic staff members of the University engaged in studies related to the Center’s fields of activity, appointed by the Rector for a period of three years. Members whose terms have expired may be reappointed. In the case of resignation or assignment outside the University for more than six months, a new member shall be appointed in the same manner to complete the remaining term.

(2) The Administrative Board shall convene at least twice a year upon the invitation of the Director, with the absolute majority of its members, and shall take decisions by majority vote. Membership shall be terminated by the decision of the Board if a member fails to attend three consecutive meetings without permission or valid excuse.

Duties of the Administrative Board
Article 11-
(1) The duties of the Administrative Board are as follows:

a) To determine the working principles regarding the activities to be carried out by the Center.
b) To take the necessary decisions to ensure that the Center operates in accordance with its objectives, develops, and provides uninterrupted services, and to supervise ongoing activities when necessary.
c) To review the annual activity reports of the Center and to make decisions regarding the activities planned for the following year.
ç) To discuss and decide on other matters raised by the Director.

The Advisory Board
Article 12-
(1) The Advisory Board shall consist of a maximum of fifteen members, chaired by the Director, including the Deputy Directors, and appointed by the Rector for a period of three years from among the academic staff and/or members of the University engaged in studies related to the fields of activity of the Center, as well as individuals from public institutions and organizations, and private sector organizations. The Advisory Board shall convene at least once a year upon the invitation of the Director.

Duties of the Advisory Board
Article 13-
(1) The duties of the Advisory Board are as follows:

a) To evaluate long-term scientific and administrative plans and to make recommendations to the Administrative Board.
b) To assess the activities of the Center and provide recommendations.
CHAPTER FOUR

Miscellaneous and Final Provisions

Staff Requirements
Article 14-
(1) The academic, technical, and administrative staff requirements of the Center shall be met by personnel appointed by the Rector pursuant to Article 13 of Law No. 2547.

Cases Not Provided For
Article 15-
(1) In cases not provided for in this Regulation, the relevant provisions of other legislation, as well as the decisions of the Senate and the University Administrative Board, shall apply.

Repealed Regulation
Article 16-
(1) The Regulation of the Dokuz Eylül University Research and Application Center for Fauna and Flora, published in the Official Gazette dated 19/7/2004 and numbered 25527, has been repealed.

Entry into Force
Article 17-
(1) This Regulation shall enter into force on the date of its publication.

Execution
Article 18-
(1) The provisions of this Regulation shall be executed by the Rector of Dokuz Eylül University.
